This is off the official steam guides for this game It was in the sticky, before the sticky vanished. At the end of the day its only going to take a minute, and has been known to fix issues. Plus there is also a chance your dx9 could have corrupt files, so again reinstalling could fix that. Its something to do with direct play, this can be installed by other games, but its not installed as standard, as basically dx10 titles onwards wont use it.
